Cornwall Works is now about half way to achieving the target of bringing 250 long term incapacity benefit people back into work. Seven hundred people claiming incapacity benefit for two years plus have been engaged and supported through a wide range of partners including: health trainers, family support workers, Jobcentre Plus, drug and alcohol groups, housing officers and training providers. This has been achieved with direct referrals through the website and advertising.
So far, 134 of the people supported have been helped into work and only five have dropped out of work during the first three months. In addition a specific target to increase the number of young people leaving care who go into education, training or work by 25 per cent has been achieved.
There are over 27,000 people in Cornwall claiming benefits due to ill health and the most difficult part is engaging people who have been on benefits for a long time. Cornwall Works facilitates working with health colleagues to achieve this. We have worked with the Cornwall and Isles of Scilly Primary Care Trust and the Healthy Neighbourhoods Partnership to introduce Health Trainers into 8 areas in Cornwall.
The remit of the Health Trainers is to work in disadvantaged communities to engage and support people with health problems. Recognising the majority of Health Trainer customers would also be workless, Cornwall Works input to the recruitment and training of the Health Trainers and paid for the salaries of the Health Trainers for the first 12 months. Health Trainers have now worked on a 1-2-1 basis with over 200 people and are very effective in referring people to work related activity.
Cornwall and the Isles of Scilly Primary Care Trust has now mainstreamed Health Trainer funding and is currently recruiting more. Those Health Trainers will form part of the Neighbourhood Action Teams that will be developed through the Cornwall Works Plus European Social Fund programme with the aim of engaging more people from communities where there are high concentrations of worklesness.
Cornwall Works joins up service delivery, we pilot activity, we mainstream and we reshuffle the additional resources to add value.
