Dinner ladies trained to provide healthier food
Dinner ladies in schools across Cornwall are being trained in providing healthier meals thanks to the ESF (European Social Fund) Convergence backed Work Place Learning project.
The Level 1 Award in Providing Healthier School Meals was first offered to the dinner ladies at Helston Community College. It was so successful that the training – provided by Truro and Penwith College – is being rolled out across Cornwall and the Helston dinner ladies have gone on to start apprenticeships in Hospitality Services.
Louise Williamson, ESF Work Place Learning Coordinator Truro and Penwith College, said, “This is an excellent example of how the project can bring people into education and training by identifying a need in the workplace and fulfilling that need. Our project staff worked hard to engage with learners with low or no qualifications, and built up their confidence with a short qualification which gave them the confidence to progress.
Helen Hearne, Catering Supervisor, Helston Community College, said, “The course was fantastic, I was very proud of our girls, great to see them all working together. We learned a lot of the latest legislation that we were not aware of. Hands on exercises were great fun – but very informative. Nice to get the old grey cells working again.”

Surf Shop Skills Training for Ann's Cottage
Within two days of being made redundant Maria Philbin was receiving support from ESF (European Social Fund) Convergence supported project – Skills Support for Redundancy (SSR). Within three weeks she had a new job with surf lifestyle chain Ann’s Cottage. On top of that her new employers will be benefitting from training for a further 27 employees.
Maria had been working for three and a half years as a pattern cutter for shoe manufacture and when she was made redundant went to the National Careers Service for advice. Within two days she had an appointment at Truro and Penwith College and was offered training in IT, Team Leading and Employability Skills at Newquay Open Learning Centre.
The training is available as part of SSR – which receives ESF Convergence via the SFA (Skills Funding Agency). It is being led by The Learning Partnership for Cornwall and the Isles of Scilly Ltd and has a variety of partners including colleges and the TUC.
Maria, who lives St Columb Road, said, “I was thrilled when I was offered a role I originally wanted, as Stockroom Supervisor with Ann’s Cottage. Due to the Skills Support for Redundancy funding that I was on I was encouraged to continue any training that I had already started and I continued to study at home for my IT qualification and have managed to go back to the OLC recently so I can complete some exams.

Two from Cornwall win Adult Learners' Awards
Two Adult Learners’ Week Awards 2013 have gone to people and projects in Cornwall supported by ESF (European Social Fund) Convergence.
Adult Learners’ Week (ALW) is the largest annual celebration of adult learning in the UK with the European Social Fund a key sponsor. This year the Wild Women’s Hour project and individual Emma Gale have won awards.
Wild Women’s Hour won the national, Learning Through Technology Project Award - supported by the BBC. This will be presented at a ceremony in London on May 20th. Wild Woman’s Hour was also recognised with an ESF South West Project Award.
Meanwhile, Emma Gale, 29, from St Austell, has won an ESF Individual Learner Award in the South West.
A variety of ESF provision, co–financed by the Department for Work and Pensions, has assisted Emma on her learning journey.

Cornwall and Isles of Scilly LEP looks towards the next round of European Funding
Cornwall and the Isles of Scilly Local Enterprise Partnership (LEP) is calling on local residents, businesses and the voluntary and community sectors from across Cornwall and Isles of Scilly to help shape the future of the region as it lines up for future European funding.
European funding has already made a huge economic and social impact on businesses and residents in Cornwall and the Isles of Scilly - thanks to the Objective One Programme (2000-2006) and the present Convergence Programme (2007-2013) which is currently delivering transformational projects such as the rollout of superfast fibre optic broadband.
The new Programme, which will run from 2014-2020, will be part of an ‘EU Growth Programme’ financed by European Regional Development Fund (ERDF) and European Social Fund (ESF) with a contribution from European Agricultural Fund for Rural Development (EAFRD).
Aligning the priorities of the new programmes with the LEP’s Economic Growth Strategy will help fuel the scale of change needed if the area is to achieve long term sustainable growth in social, economic and environmental terms. It is hoped that combining the twin prongs of strategy and funding will help businesses and organisations in Cornwall and the Isles of Scilly to achieve their growth potential and create high quality career opportunities.

Cornwall Works WISE Awards 2013
This year’s Cornwall Works WISE Awards winners include a graduate who masterminded a major environmental project for his employers, an innovative college and Jobcentre Plus initiative that included free pasties for participants to a fast growing solar panel company and a man who had been unemployed for months and is now teaching outdoor pursuits.
The 2013 Cornwall Works WISE Awards - an annual celebration recognising excellence in employment and skills activity in Cornwall and the Isles of Scilly – highlight the important role that the European Social Fund (at present through the ESF Convergence Programme) is playing in employment, skills and training and innovation across Cornwall and the Isles of Scilly.
The sixth Cornwall Works WISE awards ceremony, hosted by ESF Convergence, took place today (Thursday May 9th) at the Headland Hotel, Newquay. The event coincided with Europe Day – a day designed to put European Union economic investment successes in the spotlight.
The awards’ keynote speakers were Sally Heard of Cornwall School for Social Entrepreneurs and Peter Stub Jorgensen, Director in DG Employment of the European Commission. Carleen Kelemen OBE, chairman of Devon and Cornwall IoD (Institute of Directors) MCd and presented an award.

Cornwall Works WISE 2013 Outstanding Achievement Award
This year’s Cornwall Works WISE Outstanding Contribution Award has gone to Michelle Maslen, Acting Work Services Director, Southern England.
Paul Williams, Labour Market Operations Director in the Work Services Directorate of the DWP (Department of Work and Pensions) said, "Michelle is a superb leader! Her Welfare Reform events have ensured that partners and stakeholders are the best prepared they can be. Conferences for her people across the length and breadth of the District have achieved one of the best staff engagement results in Jobcentre Plus. She is an absolute star for Jobcentre Plus and Devon Cornwall and Somerset."
Mark Hoban, Minister of State for Work and Pensions said, “I’d like to commend the commitment and example of all the award winners – those who have turned their lives around and got back into employment, those who are developing their skills to increase their employability and those who have helped bring these positive changes to fruition – all thanks to the successful use of both European Social Fund and mainstream programmes working collectively".

The Maritime Museum will be playing host to the launch of the Falmouth Dementia Action Alliance in May.

World lobster experts gather in Cornwall
The University of Exeter Cornwall Campus has played host to a number of the world’s lobster experts at a recent marine crustacean knowledge exchange and networking event.
The event formed part of the Combined Universities in Cornwall (CUC) Legacy Programme, which aims to disseminate new scientific knowledge. It was organised with the National Lobster Hatchery in Padstow, and consisted of a day of seminars looking at stock enhancement in the UK.
The event, which was attended by delegates from all over the UK, welcomed speakers from Norway, Canada, Ireland, the University and the Lobster Hatchery. It provided CUC partners and invited guests with an overview of previous assessment technologies and the potential for using new genetic tools.

Mental health awareness:
More often than not people have experience of mental health problems or with those of a loved one or a client. Then the worry is what do I say or do? We ask ourselves do I know enough of the conditions to be really helpful?
This half day course is designed to give you an introduction into wellbeing, some of the conditions and how you can help and support someone irrespective of your experience and qualifications.
It will leave you with more confidence and some simple ways to help people who are struggling with mental health problems.

Come to the fair! - 15th May
Cornwall Chamber of Commerce is a new training partner for Learning Partnership for Cornwall and the Isles of Scilly. The Chamber will be delivering ‘Employer Approved’ courses to people who’ve been made redundant in the past six months or are in danger of being so across a wide spread of industries.
Kim Conchie, chief executive of Cornwall Chamber, said, “We are delighted to be helping the workforce of Cornwall and Isles of Scilly with these courses to get people back to work and to improve their skills. A good and easy starting point for anybody affected by redundancy is to visit the Cornwall Business Fair on 15th May at the brand new Health and Wellbeing Innovation Centre in Truro.

#bigupBude event aims to help jobs seekers big up the town
A Dragons Den style event is to be held in Bude where small teams of job seekers will work together on a pilot project to #bigupBude; make a presentation to a panel of ‘Dragons’ and compete for the opportunity to receive a small investment capital.
Bude businesses are supporting the event by being included in the teams to offer their advice and by providing sponsorship towards the prize start up fund.
The event, which takes place between 9.30am and 4pm on April 16th at the Falcon Hotel, is part of #bigupBude – a twitter hashtag and campaign which was set up by a Bude business person.
Lynn Colwill from Bude Jobcentre Plus said, “The basic goal of the #bigupBude day is for the Bude Community to come together to create ideas to #bigupBude. Participants will meet local employers; learn how to take an idea from concept to pre delivery stage and also help to support the community.”

Training to help victims of loan sharks
DISC and Camborne Parish Church are facilitating some free training on how support workers can help with victims of illegal money lenders (Loan Sharks).
The training will be provided by Ailsa Guard of the England Illegal Money Lending Team in Birmingham.
The training will take place in the church on the morning of Thursday 2nd May beginning at 10am and ending around 12.30pm.

Social entrepreneur developing community farm business
Cornwall School for Social Entrepreneur graduate Lynne Coakley Dyer is using a lifetime of knowledge to boost business at a community farm in West Cornwall.
Lynne, who graduated from Cornwall SSE in November 2012, has been employed as Local Food and Community Coordinator at Bosavern Community Farm, near St Just. One of her first tasks is to set up a veg box scheme with the aim of attracting 80 customers within the first year.
Cornwall SSE was the seventh SSE to become established in the UK with support from the ESF (European Social Fund) Convergence Programme co-financed by DWP / Jobcentre Plus via Cornwall Works for Social Enterprise.
Before enrolling at Cornwall SSE Lynne’s experience included a degree in photography (from the University of Swansea), running organic cafes at festivals for 18 years, running a restaurant in Penzance for seven years and working for a charity in Hastings teaching asylum seekers and refugees how to cook their own dishes with UK produce. From that she was approached by the NHS and ran nutrition courses advising the elderly and young families in isolated communities.

Farm machinery business ploughs its way to triple turnover
A Bude-based graduate who designs builds and exports farm machinery has gone from loss to profit and seen turnover more than treble in a year following support from the UCP Graduate Business Start Up Programme.
James Chapman, an Engineering graduate from Exeter University, set up Chapman Machinery Ltd in 2010 to fill a requirement for quality, British built machinery and bringing his previous engineering expertise to bear. Initially he was operating out of a small industrial unit near Bude, had no full time staff and was making a loss.
He enrolled for the UCP Graduate Business Start Up Programme, which is a bespoke support package that receives ESF (European Social Fund) Convergence investment. The package can include help with business planning; a range of potential financial investment support to help a new business in its vital first year; a training and development fund; expert supports from mentors and a Business Development Manager; access to continuing professional development through training days and dedicated events organised by UCP throughout the year and networking opportunities.
By the end of the 2012/13 financial year James estimates his turnover will have increased by more than 300%; he now has one full time and one part time employee with another due to start in the spring; the business is now profitable and he has been able to pour considerable investment into machinery and increasing production capacity.

New careers on track thanks to Menopause Self Care
Menopause Self Care (MSC) CIC is just completing its first new programme, Menopause Self Care - Energy for Employment. The pilot offered a chance to be part of a unique inspirational training pilot to become one of the first accredited trainers in the UK of the Menopause Self Care Learning programme.
The course offered places available for women who were economically inactive, unemployed or working less than 8 hours a week and is funded by the Community Grants Foundation, Cornwall Development Company, ESF (European Social Fund) Convergence via Cornwall Works 50+, Jobcentre Plus Devon Cornwall and Somerset, Cornwall Council, the Skills Funding Agency and UnLtd.
The Level 3, entitled “Facilitating and Mentoring a Menopause Self Care Group, written by Menopause Self Care (MSC) CIC and accredited by the OCNSWR (now trading’ as ‘apt awards’). The pilot began in October and included 9 day sessions at Disability Cornwall in Hayle. This included 15 hours of facilitation practice and co-teaching of the also newly accredited Level 2 “Menopause Self Care” course in Cornwall.
The Founder and Director of Menopause Self Care Isabella Quigley Moriarty says “I am delighted to report that a total of 20 women will be graduating on Monday the 15th of April 2013".

Military veteran course launches in Devon
A project where injured military veterans teach different skills to people aged 50+ with the aim of encouraging them into work launching in Devon this month (March 2013).
Active Plus is supported by the Flexible Support Fund (FSF) from Jobcentre Plus. Veterans who have physical injuries or have suffered from PTSD (post traumatic stress disorder), offer training to people aged 50+ who are out of work - aiming to give them confidence and skills to support them in finding a job or setting up a business. It also develops the veterans to lead and deliver the courses.
The first, six week (one day a week) Active Plus course will begin in Tiverton on March 28th. The veterans will be teaching a range of skills including interview techniques (based on the veterans’ experience of interrogating prisoners), first aid and IT.
This will be followed by a course in Exeter and then by shorter, two- day courses in Barnstaple, Honiton and Exeter.
Active Plus Director Tim Cocks, said, “The success of the project stems from training and developing injured veterans as instructors. These come with a wealth of knowledge and experiences that can deliver information and training in an empathetic manner at the right level. The injured veterans can relate to the clients as many of them have suffered from unemployment, isolation, depression and self-doubts about their future. Working together provides mutual benefits that motivates and inspires everyone involved.”

Food manufacturing programme enrolling from 15th April
Day 1 of The Employment Academy’s next Food Manufacturing Sector-Based Work Academy is 15th April. The programme is free for the unemployed and TEA would be delighted to hear from interested individuals and referring organisations.
Based in Liskeard and working with Duchy Desserts, Kensey Foods and Tamar Foods, the programme has had a success rate of over 70% of its graduates going into full-time employment. TEA is working hard to increase this success rate and with its new location 100 yds from Liskeard Train Station hopes to encourage more candidates from Bodmin in addition to the Liskeard and Launceston areas.
The six weeks of training takes place in Liskeard, with weekly work-based learning at Tamar Foods (Callington) and Kensey Foods (Launceston).

2014-2020 EU Structural and Investment Funds
On 18 March the Government issued its response to the Heseltine report "No stone unturned in the pursuit of Growth’. The response sets out the strategic role of Local Enterprise Partnerships (LEPs) to drive forward growth in their local areas. It also covers LEP responsibilities related to EU Structural and Investment Funds (the EU SI Funds) in 2014-2020, at paragraphs 2.59-2.71.
The European Regional Development Fund, European Social Fund and part of the European Agricultural Fund for Rural Development will be brought together into an EU SI Funds Growth Programme in England. The Growth Programme’s top priorities are innovation, research and development, support for SMEs, low carbon, skills, employment and social inclusion.
Each LEP will lead the development of an EU SI Funds investment strategy, which will form part of, and align with, the LEP’s strategic plan. The LEP will work with and reflect the interests of a broad range of economic, social and environmental partners, including businesses, civil society, rural partners and further and higher education institutes.

Graduates are building business for property agent
Letting and estate agents Northwood has dramatically increased the number of properties on its books partly thanks to two graduate employees.
The Cornwall franchise opened purely as a lettings agency in June 2011 and covers an area from Sennen to Launceston. In November of that year Roger Eaves, who owns Truro-based Northwood, employed Business graduate Alexandra Watts as an office manager under the Unlocking Cornish Potential (UCP) scheme.
Alex’s UCP year was so successful that Roger has recently (January 2013) employed a second graduate, Debbie Partridge, as office manager under the same scheme.
He explained, “The Northwood USP (Unique Selling Point) is that we guarantee rent to landlords 52 weeks of the year whether or not a property is occupied. As soon as we set up we started to expand pretty quickly and needed an office manager. We employed Alex and by the end of her UCP year she had become qualified in property lettings management and it had become pretty clear that she was really good with clients so we moved her into a frontline role.
“At the same time we were getting more and more interest in property sales so we decided to put effort into an estate agency too. Alex is now responsible for that function and is looking at more qualifications with a view of eventually becoming a chartered surveyor. This meant we needed a new office manager so took on Debbie and she has just started her professional qualifications.”

21st century learning facilities officially opened in Launceston
The former boarding house at Launceston College, which has been transformed into a new 21st century learning centre offering further and higher education courses, state of the art conference facilities and a base for providing health and social care services for local families, will be officially opened by the Chief Executive of the Education Funding Agency Peter Lauener and 2 Michelin starred chef Nathan Outlaw at 11 am on Thursday, 21 March.
Dunheved House, set in the grounds of Launceston College, was part of the original College building which opened on the current site in 1875. The ambitious project to refurbish the historic building, which included classrooms, boarding facilities for students and the headmaster’s house, has been led by a partnership comprising Launceston College, The Cornwall Children’s Trust and the Combined Universities in Cornwall.
Funding for the £2.7m project has come from a range of sources, including the European Regional Development Fund (ERDF) Convergence Programme, Cornwall Council, Cornwall College, Launceston College and the Savoy Educational Trust.
Dunheved House also provides the first Combined Universities in Cornwall (CUC) facility in North Cornwall. The centre, which was part funded by the European Social Fund, is managed by Cornwall College Business on behalf of the partners and offers a range of further and higher education business courses, ranging from agriculture to social media awareness. Specific facilities include a high tech ICT suite based in the former dormitory area which will be used by sixth forms students at the College.

Wild Women on the radio
An ESF Convergence supported project is using community radio to give a voice to isolated women in Cornwall while offering training and increasing opportunities to find work.
Wild Woman’s Hour is a monthly magazine programme airing on Radio St Austell Bay. It is mentored by artists from the theatre group Scary Little Girls – which particularly promotes women in the arts. It is supported by ESF Convergence via the Cornwall Development Company managed Community Grants Programme (which is co-financed through the Skills Funding Agency) and by FEAST – which invests in community and art projects in Cornwall.
The project aims to reach isolated women from Newquay, Bodmin and the Clay Villages including those aged 50+, unemployed people and survivors of domestic violence. It offers the chance to develop associated high level technical skills and transferable employment skills. Industry experts are involved in that training including national newspaper journalists and BBC writers.
Sharon Andrew, Scary Little Girls, explained, “Wild Women’s Hour aims to share as many women’s stories as possible, whether they are happy or sad, to ensure that they are not lost and left out.”
None of the participants has a background in media so Wild Woman’s Hour offers training including web research, IT, desk research, written skills, journalist ‘packages’, operating recording equipment, technical training, recorded interview work, writing for radio and radio presentation. All of these techniques are excellent skills for the workplace.

Boat designer supporting shipwright expansion
Boat designer Henry Ward spent most of his early years wanting to draw cars but following a work placement in Weymouth his interests changed to boats and he hasn’t looked back.
After graduating with a BA Honours in Transport Design from the University of Huddersfield Henry spent two months working on his portfolio and took it to the Southampton and Monaco Boat Shows. In Southampton he met Dave Cockwell and soon after began work under the Unlocking Cornish Potential (UCP) scheme at Cockwell’s Boatyard, Mylor.
UCP receives ESF (European Social Fund) Convergence investment. A Combined Universities in Cornwall scheme managed by Cornwall College, it places graduates with businesses in Cornwall and offers support including valuable expert mentoring for up to one year.
15 months later Henry is a permanent member of staff and has significantly increased his range of skills and experience. As well as his official Design and Technical Support title he is also heavily involved with the company’s marketing.
Henry said, “All the training and mentoring I received via Unlocking Cornish Potential has been fantastic.”
Dave Cockwell, Cockwells owner and Managing Director, said, “UCP is of huge importance to small companies like ours. Top three places for Cornwall and Devon ESF projects
European Social Fund projects from Cornwall and Devon dominated the top three positions in one section of at a national awards ceremony this week.
The awards were announced at a London event celebrating the end of the Innovation, Transnationality and Mainstreaming programme.
Clear About Carbon (a partnership between Cornwall Development Company, The Eden Project, Duchy College and the University of Exeter) won the top award for mainstreaming with Cornwall Works 50+ and Future Clean also in the top three.

Work Placed Learning for the over 50s

Social Enterprise Networking
New social enterprise networking events from Cornwall School for Social Entrpreneurs.
These will include specialist advice events, engagement with commissioners and peer to peer networking. In addition support is available from social enterprise advisers, specialists in areas such as legal aspects, bid writing, procurement and finances.

Pasties and Art for Money Skills
Pasties are on offer to the first ten people who turn up for an Art of Money Skills workshop on St Piran’s Day.
The workshop is due to take place in St Austell on March 5th and organisers are giving away the pasties to help celebrate St Piran's Day.
Art of Money Skills is a pilot project aimed at helping people with debt or money problems that have affected their mental health and well-being by using art based workshops. It is funded by The National Lottery and managed by a partnership of Smart Savings and Arts for Health Cornwall and Isles of Scilly.
Jane said, “Many people now find themselves overwhelmed by debt and money management problems which can lead to very intense emotions which are difficult to face either alone or with others and can result in mental health problems."

Future Clean Launched in Cornwall
An award winning social enterprise that supplies environmentally friendly car valeting while offering work and training to disadvantaged people has launched its first Cornwall project.
The first location in Cornwall for Future Clean is Moorfield Car Park, in Truro, which will support 24 people through the Jobcentre Plus Flexible Support Fund.
Carolyn Webster Strategic Development Manager Devon, Cornwall and Somerset Jobcentre Plus said, “We are proud to be backing Future Clean, an initiative, which has developed a proven track record of inspiring jobseekers to achieve greater independence through work."
Rod Burnett, Pluss Development Manager, explained, “One of our measures of success is rapid staff turnover, which is the opposite of most businesses. We are not in this to make money - our achievements are social value and job outcomes."

Recruitment underway for two social enterprise programmes
Cornwall School for Social Entrepreneurs (Cornwall SSE) is now recruiting for two programmes – the second Lloyds Banking Group Social Entrepreneurs programme and the fifth cohort for the Fellowship Start Up Programme.
Awareness days are being held across Cornwall for anyone who wants more information about these two programmes.

The kick start programme
The Truro and penwith College Kick Start programme assists anyone aged 16-24 who is interested in starting an Apprenticeship in admin, childcare, marketing or sales, and who is currently unemployed (Pre-Work Programme) or not in full-time education.
It assists in finding Employers willing to offer relevant work experience and who are advertising/considering an Apprenticeship.
The programme starts on the 11th March with advice days on the 11th and 20th February. It involves vocational training, work experience and support from the College in finding an Apprenticeship

Pilot project steers new business ideas
Courses to help people who are aged over 50 and out of work set up their own small business or social enterprise are being launched in Cornwall.
Roots and Wings is a pilot project supported by ESF (European Social Fund) Convergence via Cornwall Works 50+ and headed by CRCC (Cornwall Rural Community Council). It aims to support people who are at the very start of a new business concept and complements other provision available within Cornwall.
Sylvia Berry is leading the courses. She said, “This project acknowledges that people aged over 50 have a mine of ideas and talents that can lead to success in self employment. These courses are aimed to offer support when people have a germ of an idea and are wondering whether or not it would work in the business world."

100% success for retail jobs course
A project supporting people to work in the retail sector has had a massive success in Liskeard with 100% of the participants – who are recruited from Jobcentres - either finding work or work experience.
Aldi has also started recruiting more people from the next course and has expressed continuing interest for stores across Devon and Somerset.
Kate Allison, Area Manager for Aldi, said, “Smart Savings and Liskeard Jobcentre have helped to facilitate our recruitment for our new store in Liskeard – I can’t thank them enough for their support”.

Veteran’s skills for schools and parents
Active Plus, working with an idea from Inclusion Cornwall, has launched a brand new, ESF Convergence backed project based in schools and aimed at encouraging out of work parents to volunteer to work alongside military veterans.
The project is being piloted at Helston Community College -- the veterans will be teaching pupils a variety of skills including drill, field craft and personal safety – all aimed at boosting team work, communication and ambitions. Out of work parents will be encouraged to work with the veterans to gain work experience and confidence and gain a greater chance of finding work.

Stakeholder Action Research -- call for evidence on the environment
The intention of this call for evidence is to bring together the host of practice and experience (including that delivered through ESF) amongst stakeholders, to help build knowledge and understanding of the role of the environment in helping individuals to progress towards and into work; return to work; and to stay in work, and test the anecdotal evidence as to its efficacy, and whether it is best targeted at specific customer groups.
This research project will raise knowledge and understanding of the role of the environment in helping people progress towards and into work; return to work; and to stay in work. This will be both for the Cornwall Works strategy and be available to stakeholders more widely. The call for evidence is open until 26 April 2013.
The host of stakeholder practice and experience will be brought together on the Cornwall Works website to ensure its wide availability.

The Art of Money Skills
‘Art for Money Skills’ funded by The National Lottery is designed to help people with debt or money problems that have affected their mental health.
Working with Arts for Health Cornwall and Isles of Scilly, and mental health experts, this innovative project will help 20 people with mental health problems in Cornwall to improve the management of their personal finances.
The project will provide fully funded financial awareness workshops that use creative vehicles to tackle the notoriously dry subject of money.

Roadrunnerz on a roll
A group of teenagers from Camborne are putting their recordings onto YouTube following an ESF Convergence supported project at The Elms, in Redruth.
Roadrunnerz was formed after members Trigz, LZ, Twisted and Grizzly started attending Music for Youth sessions at CN4C’s Redruth headquarters, the Elms. Prior to that they had been hustling on the streets of Camborne and were often moved on by police.
The project, which has partners including Cornwall College (via Deep Blue Sound), Redruth Community Radio (also based at the Elms) and CYMAZ (Cornwall Youth Music Action Zone), is run alongside Freestyle. Freestyle is a project that receives ESF Convergence co-financed by the Skills Funding Agency via the Learning Partnership. It supports vulnerable teenagers in building confidence and skills.
LZ, AKA Ziggy Williams, said, “CN4C helped us to get off the streets from doing our illegal stuff to putting our time and effort into something more productive. We wanted to show people that not all youths should be stereotyped like yobs and that with all the support we are now able to aim higher towards success and off the streets.”
Both LZ and Trigz (Aaron Williams – no relation) are now also working towards gaining a SIA (Security Industry Authority) licence to help them find employment.

Congratulations to Carleen Kelemen OBE
Congratulations to Carleen Kelemen who has been awarded an OBE in the New Year's Honours list. Carleen is former director of the Convergence Partnership Office and has been closely involved in Cornwall's economic progression since joining the Objective One Partnership Office in 2000.
Carleen, who won The Outstanding Achievement Award at the 2012 Cornwall Works WISE Awards and is currently chair of the Devon and Cornwall Institute of Directors, said, “This Honour is both humbling and wonderful. I am immensely proud of the work of the European programmes across Cornwall and the Isles of Scilly, and the former role of the magnificent Partnership Office team."
Michelle Maslen, District Manager of Jobcentre Plus Devon and Cornwall, added her congratulations. "Carleen has been a real champion for and advocate of Jobcentre Plus. We are all very proud of her and truly delighted that she has been recognised in this way."

Graduate attracts awards and big cash savings
Graduate Joss Hawkins has not only won an Unlocking Cornish Potential (UCP) award but his first project will save his employer hundreds of thousands of pounds every year.
And his work has also contributed to PALL Newquay being named overall winner of this year’s Cornwall Sustainability Awards.
Joss, who graduated in Mechanical Engineering from the University of Cardiff, was employed in 2011 under the UCP scheme by Pall Newquay as Project Engineer. UCP which receives ESF (European Social Fund) Convergence investment.
Andy Gill, Facilities Manager, Pall Newquay, explained, “The project Joss was faced with would have challenged experienced project engineers. The installation of the anaerobic digester plant to treat waste generated from the production process was ground breaking for Pall in terms of its technical challenge and cross functional input from other Pall facilities."

Presentations for Active Plus participants
Two Active Plus courses – where combat veterans train people out of work and aged 50+ in a variety of skills – have just finished with impressive results all round.
The courses, which took place over six weeks in Redruth and Bodmin, were supported by ESF (European Social Fund) Convergence through Cornwall Works 50+. Active Plus targets people aged over 50 who are out of work, aiming to give them confidence and skills to support them in finding a job or setting up a business. It also develops combat veterans to lead and deliver the courses.
Active Plus was set up by Mr Cocks as a pilot scheme using volunteers and was so successful it is being rolled out across Cornwall and Devon with significant investment from both Big Lottery and Jobcentre Plus Devon and Cornwall. About a third of participants go into work or set up their own business after completing the six week courses.

£13 million supporting families
Workless Families in Cornwall and the Isles of Scilly are being helped into work via a £13 million, ESF (European Social Fund) Convergence-supported programme.
Cornwall Works with Families is a three year programme that will support 5,000 people in families where no one has work or there is a history of not working over generations. It targets the whole family with 12 months of support delivered by a variety of specialist organisations. These organisations offer different support that makes up bespoke family packages aimed at tackling barriers to work which can include addiction; reading and writing difficulties; health, housing and financial issues or simply lack of training or confidence.

Cornwall’s Emergency Fund, for Flood victims
Cornwall Community Foundation (CCF) has launched it’s Emergency Fund to help local victims of our recent floods.
Individuals can apply for a grant towards the costs of replacing furniture, emergency food supplies, heating repairs or other losses. Due to limited funds, we will be prioritising hard-hit households.

Get a job in retail -- master classes
Training courses cover numeracy, customer service, stock management, cash register, health and safety, advice on applications and interviews.
Skills are all transferable to the hospitality sector.

£9 million for flexible work training
More than £9 million of ESF (European Social Fund) Convergence has been approved for two programmes offering training to thousands of people in Cornwall. The aims are to reduce the number of people out of work or being made redundant and to help businesses in Cornwall to develop and expand their workforce.
Both projects are being led by The Learning Partnership for Cornwall and the Isles of Scilly Ltd and have a variety of partners delivering the training across Cornwall, including colleges and the TUC.
Andrew Green, CEO of The Learning Partnership, said, “The flexible nature of both projects has enabled us to ensure that learning and skills provision is accessible for all eligible learners in Cornwall, both in and outside of the workplace, within our colleges, and in other outreach locations.
Mark Yeoman, Head of ESF Convergence Communication, said, “These important ESF Convergence programmes will help build the skills of people out of work and those under threat of redundancy. They will work alongside and complement mainstream provision supported by Jobcentre Plus and the Skills Funding Agency. Department for Work and Pensions (DWP) have launched Universal Jobmatch – a new, free online job posting and matching service.
This new online service is for for both businesses and jobseekers and will speed up the recruitment process, making it quicker and easier for companies to find suitable jobseekers.
Anyone looking for work needs to set up an account, and create a CV or upload CVs they already have. The new technology will automatically match their CVs and skills to suitable jobs that are posted by companies on the new service.

Coal to lollipops
Coalman Malcolm Penrose has put down his shovel and picked up a lollipop thanks to help from ESF Convergence supported organisation CN4C (Cornwall Neighbourhoods for Change).
Mr Penrose, 44, from Redruth, had been a coalman for a very long time until he was made redundant in 2012. At that point he thought that his limited work experience – including the fact that he had never used a computer - would mean he would never find employment again.
Mr Penrose said, “I wanted a change in career and worked with CN4C to look at transferable skills and the job of becoming a school crossing patrol man which suited me a lot. My job as a coalman came to an end as there was not enough work to continue during the summer. CN4C helped with building my confidence and self esteem, supported with a CV, online job searches, job application from filling and an IT Course”
Anicka Dyer, CN4C Youth and Community Development Manager, explained, “We gave Malcolm support with CV writing, job searches and interview preparation. We looked at transferable skills such as customer service, that he was a people person and friendly and so on. This then highlighted to Malcolm that he had skills that he didn’t realise he had. He then went onto do an IT course with us at CN4C which enable him to then apply for jobs online at the work club through this he applied for the job of School Crossing Patrol man and got the job.”

£250,000 for Winter Wellness campaign
The campaign will offer a Winter Wellbeing Guide which gives practical advice to vulnerable people on how to alleviate fuel poverty; raise awareness of the risks of low temperatures and high humidity in homes and encourage take up of grants available for insulation and heating to make homes warmer and healthier.
Targeted support will be aimed at those most at risk identified by intelligence from sources such as GP’s, clinical teams, volunteers, carers, social services and pharmacies.
The project will also provide money for a Winter Wellness Fund; an emergency fund to provide immediate help and warmth to vulnerable people, and increased provision of emergency housing and emergency Keep Warm Packs.
Cornwall Council and Council of the Isles of Scilly have once again co-ordinated a successful bid to the Department of Health’s Warm Homes Healthy People fund and has received confirmation of a grant of £221,818, in addition to this, £30,000 from Cornwall Works 50+ and Cornwall Works 50+ Cares, supported by the European Social Fund Convergence Programme has also been pledged.
The project will be delivered by partners including NHS Cornwall and Isles of Scilly, Community Energy Plus (CEP), Age UK Cornwall & The Isles of Scilly, Peninsula Community Health, Truro Homeless Action Group, Cornwall Housing, Mears Home Improvement Agency (HIA), Independent Futures HIA, Hanover HIA, homelessness charities St Petrocs and New Connection, Cornwall and Isles of Scilly Drug & Alcohol Team, Addaction Cornwall, Citizens Advice Bureau, Cornwall Works, Volunteer Cornwall, Cornwall Community Foundation, Cornwall Rural Community Council, WRVS, National Energy Action, Cornwall Council Adult Care and Support and the Royal British Legion.
Mark Yeoman, Head of ESF Convergence Communication, said, "It is great to see this multi-agency approach - with so many sectors knitting their activities together to help people with complex needs. Employment and the economic independence and consequent opportunities it brings, both for the individual and their families, is a vital part of the mix and is why ESF Convergence is keen to play its role."

Government drive to get more disabled people into mainstream jobs through Access to Work
Disabled entrepreneurs and small businesses will benefit from more support to pay for specialised equipment and other costs faced by disabled people in work under changes to the Government’s disability employment programme announced today.
The programme, Access to Work, provides financial help towards the extra costs faced by disabled people at work, such as travel costs, specially adapted equipment and support workers.
Minister for Disabled People, Esther McVey said: "Work is more than a job – it’s one of the best ways to increase independence, life fulfilment, social engagement and is central to someone’s identity. And although the disability employment rate has increased over recent years, there is still more we need to do to close the gap with non-disabled people.
“That is why we are now making these changes to Access to Work, to widen the scope of those who can benefit from this support, because disabled people aspire to the same jobs as everyone else."

National Award for Cornwall Apprentice
Cornwall College Business star apprentice Lizzie Hosken has been named EAL Advanced Apprentice of the Year at the 2012 National Apprenticeship Awards.
Lizzie, 22 from Helston, received the accolade at the Skills Show in Birmingham this month (November 14) after winning the regional award earlier this year for her work at Perranworthal-based accountants Clark Jenner Angove.
She was chosen as the winner in recognition of the extensive contribution she has made to the business including introducing new measures to ensure high standards are maintained and playing a key role in training a new apprentice herself.
During her training Lizzie has been supported by two strands of ESF Convergence.
Lizzie said: “I’m really surprised to have won as the other two candidates were so good. My fiancée, employer and parents will all be really pleased and it’s so nice to be able to give something back. I’ve done my whole training at Cornwall College Camborne and at Clark Jenner Angove. I started at the bottom and worked my way up and now I want to move on to do a Higher Apprenticeship.”

£7.8 million invested in Work Place Learning
The Work Place Learning Project is a £7.8m ESF (European Social Fund) Convergence investment, which promotes the in-work progression of employed workers aged 19+ with low skills through the delivery of work-related training.
Part of the project will focus on those key sectors identified as being crucial to the future economic success of the region, including Rural Land-Based, Food and Drink, Tourism and Leisure and Marine. In addition, businesses with a strong focus on low carbon and digital activity as well as enterprise will be supported.
The project is led by Cornwall College and is being delivered by 12 partners who all have expertise in supporting and training the local workforce. The ESF Convergence investment is via the Skills Funding Agency (SFA).
Mark Williams, Director of Apprenticeships and Work Place Learning projects at Cornwall College said, “This exciting scheme will help employees develop their individual potential and through their employment help bolster the competitiveness of our businesses by improving workforce performance, especially in the key sectors underpinning the regions’ sustained economic growth.”

Menopause Self Care highlighted on BBC Radio 4's Woman's Hour
Menopause Self Care founder Isabella Quigley Moriarty is due to take part in a BBC Radio 4 Woman’s Hour discussion today (Monday November 19th) which also includes the new Women and Equalities Minister Maria Miller.
Mrs Quigley Moriarty was contacted by the show and asked to speak about the groundbreaking Menopause Self Care (MSC), which is a social enterprise offering women the initial skills and motivation they need to support their return to employment and stay in employment. National award for Cornwall Works 50+ and 50+ Cares
Two European Social Fund Convergence supported initiatives that have helped hundreds of people aged 50+ who want to return to work have won a national award.
Cornwall Works 50+ and Cornwall Works 50+ Cares have won this year's ESF Equal Opportunities Mainstreaming Leader Award (Policy and Plan). The awards ceremony took place on Thursday November 15th 2012 at Birmingham’s NEC during the Skills Show 2012. The award was presented by Angus Gray, Head of ESFD, and Dimtcho Tourdanov, from DG Employment.
Bev Wilson, Cornwall Works 50+ and 50+ cares Project Manager, accepted the award. She said, “It was a great honour to be recognised for the good work we are doing here in Cornwall and the Isles of Scilly at such a prestigious event."
Mark Yeoman, Head of ESF Convergence Communication, said, "It is great to see the impact of ESF Convergence investment being recognised at the national level. Cornish Graduate Jobs Website Wins National Recruitment Award
www.GradCornwall.co.uk is celebrating after being named ‘Best Newcomer’ at The National Online Recruitment Awards (The NORAs). GradCornwall is dedicated to helping graduates find a job in Cornwall, and has been created by Unlocking Cornish Potential (UCP), Cornwall’s graduate placement programme managed by Cornwall College, with funding from European Social Fund (ESF) Convergence.
Nicky Luke, UCP Head of Graduate Recruitment, Training and Employability collected the award:
We are very proud of GradCornwall and the support it offers to graduates and Cornish businesses but to be nationally recognised in this booming industry is not to be underestimated. This is a fantastic achievement. On Wednesday we shared our success with fellow award winners such as Jobsite UK, Telegraph Jobs and LinkedIn which I think just goes to show that Cornwall is right at the forefront of recruitment innovation and professionalism.
The NORAs received over 164,000 nominations for 585 separate recruitment websites across 12 different awards categories, but judges singled out GradCornwall for its unique approach and identity. NORAs founder and recruitment industry expert, Stephen O'Donnell:

Winter Wellbeing 2012 Launch event
The 2012 Winter Wellbeing Launch Event, is being held on Wednesday 14th November at the Council Chamber, County Hall, Truro.
The event is aimed at the frontline workers who are in contact with vulnerable members of the public every day as part of their role. The engagement of these employees is vitally important to reduce excess winter deaths and keep people across Cornwall warm, safe and happy.
Attendees will hear from the Winter Wellbeing partners about how their services can help keep their customers warm and well throughout the winter. The partnership aims to reduce the workload of frontline workers, allowing them to access various avenues of support for their customers simply and effectively from one central contact point.

Theatre of Opportunity for Jobs
Longstanding Cornwall-based theatre company Cascade has been using ESF (European Social Fund) Convergence for courses aimed at supporting adults who are aged 50+, have health problems or are disabled in their journey to work. (The Community Grants Fund are co financed by the Skills Funding Agency and managed by CDC (Cornwall Development Company).
Theatre of Opportunity offered the chance to learn self-awareness and self-management through drama workshops and psychological techniques. The skills learned can then be transferred to the workplace. The activities are tailored to each participant.
Bernice Pearson, from St Austell, is one person to have benefitted from a Cascade course. Having become unemployed from her work as an occupational therapist she went to Cascade hoping to rebuild her confidence. Since completing the course Bernice has gone on to further training in upholstery and how to run her own business.
Mark Yeoman, Head of ESF Convergence Communication, said, “These workshops are all part of a big picture of flexible ESF Convergence support that complements mainstream provision from DWP and Jobcentre Plus, and is being offered to people in Cornwall and the Isles of Scilly to open up routes to employment.”

Unlocking Cornish Potential Winners: November 2012
Eight Cornish graduates are celebrating after winning an award at the UCP Celebration Event. Held every nine months, the prestigious awards welcomed more than 110 delegates from the business community and recognised the huge impact graduates have had in helping Cornish businesses to grow. The event held on November 2nd at the Keay Theatre in St Austell also congratulated the 90 graduates who have recently completed a UCP graduate placement.
The keynote speaker Michael Rabone, HR Manager at The Seafood Restaurant addressed delegates at the start of the event about his experience of working with UCP:
I was delighted to be part of the Unlocking Cornish Potential Celebration Event; the broad range of individual achievement reflects the collective effort that has been made to raise the standard of graduate employment opportunities within our county. We recognise the value that graduate employment brings to the diverse range of businesses in Cornwall and we are very proud to be part of an initiative that supports talented individuals and local organisations to fulfil their potential. Combat Veterans Course Expansion
Active Plus, which receives ESF (European Social Fund) Convergence through Cornwall Works 50+, targets people aged over 50 who are out of work, aiming to give them confidence and skills to support them in finding a job or setting up a business. It also develops combat veterans to lead and deliver the courses.
It has also recently won a Big Lottery bid which is funding a team of employees and more courses – this time aimed at reducing isolation and increasing health and wellbeing.
Active Plus Director Tim Cocks, said, “The success of the project stems from training and developing injured veterans as instructors. These come with a wealth of knowledge and experiences that can deliver information and training in an empathetic manner at the right level. The injured veterans can relate to the clients as many of them have suffered from unemployment, isolation, depression and self-doubts about their future. Working together provides mutual benefits that motivates and inspires everyone involved.”

Smart Savings works for retail
Courses training people to find work in the retail sector has been so successful they are being rolled out across Cornwall and into Devon.
The ‘Smart Savings Retail’ courses, which originally received ESF (European Social Fund) Convergence via Cornwall Works 50+, led to more than half the participants finding employment and going into voluntary work. That high success rate means that 20 more are now being mainstreamed through Jobcentre Plus with investment from the District Manager’s Flexible Support Fund, with the aim of supporting 200 people.
The work focussed courses are the brainchild of Jane Jiwa, project director of Smart Savings a business which she set up with support from Cornwall School for Social Entrepreneurs, another ESF Convergence project.
Jane said, “These are work-focussed courses and will include neuro linguistic training to help with job interviews and talks from industry experts including representatives from Marks and Spencer, Tesco and Sainsbury’s."
Mark Yeoman, Head of ESF Convergence Communication, said, “ESF Convergence has supported Jane in starting her own business and then been used to develop this specific package for training others to open up work opportunities. Jane has been able to make these courses so successful that mainstream organisations such as Jobcentre Plus want to buy them so they can benefit their customers.”

Count down to Universal Jobmatch
On 19 November 2012, the Department for Work and Pensions (DWP) will launch Universal Jobmatch – a new, free online job posting and matching service.
This new online service will improve DWP's recruitment service for both businesses and jobseekers by speeding up the recruitment process, making it quicker and easier for companies to find suitable jobseekers.
Anyone looking for work will be able to set up an account, and create a CV or upload CVs they already have. The new technology will automatically match their CVs and skills to suitable jobs that are posted by companies on the new service.
From 19 November, businesses looking to recruit will need to post all their jobs online using Universal Jobmatch, as it is replacing the current Jobcentre Plus vacancy services - Employer Direct, Employer Direct Online and Job Warehouse.
After posting a job, businesses will receive a list of suitable jobseekers, ranked by best match first. They can then select the jobseekers they want to apply and invite them to apply online.
Universal Jobmatch will be accessed via GOV.UK which is replacing Businesslink, Business Gateway in Scotland, and Business Wales, and also replaces Directgov for jobseekers.
Surf Action showcased at conference
The work of Surf Action – the ESF Convergence supported project that helps combat veterans suffering from post traumatic stress disorder and physical injuries, helping to develop their employability skills – has been highlighted at the Devon and Cornwall Public Health Practitioners’ Seminar which took place at Newton Abbot on October 19th 2012. The theme was Armed Forces and Veterans Health which aimed to highlight the links between veterans, public health and the economy.
Rich Emerson, Surf Action founder, said, “It was good to see a positive direction in the collaboration between organisations working to help ex-service personnel. If, in future, it were possible for the service users (ex-service) voice to be more represented at these events that would improve the chance of the best outcomes for all.”

CIC opens its doors in Liskeard!
The Employment Academy (‘TEA’) has opened its first training centre in Liskeard town centre. Formed in collaboration with Tamar Foods and Bicton College, TEA has created an exciting new employability programme aimed at helping unemployed people secure full-time employment.
Working closely with Jobcentre Plus and DWP’s regional Work Programme providers, the seven week programme includes accredited training, work-based learning, work experience and interviews for real vacancies. The accredited training is to Level 2 and is fully-funded by the Skills Funding Agency. It includes functional skills (Maths and English), Employability, IT, and an employer-responsive Food Industry certificate. The first cohort of 30 candidates is now enrolled and the waiting list is growing.

Unlocking Cornish Potential Graduate Placements: Nominees Announced for UCP Celebration Event
Eighteen Cornish graduates are celebrating after being nominated for an award at the UCP Celebration Event. Held every nine months, the prestigious awards recognises the huge impact graduates have had in helping Cornish businesses to grow.
The event on November 2nd at the Keay Theatre in St Austell will also congratulate the 80 graduates who have recently completed a UCP graduate placement. UCP is a Combined Universities in Cornwall programme, managed by Cornwall College and receives ESF (European Social Fund) Convergence investment.
UCP graduates undertake projects which are key to a company’s growth and progression, supported by a UCP Business Development Manager (BDM) and an extensive training and development fund. The projects’ central focus is on business growth which is addressed in all of the UCP support and evidenced in the 18 shortlisted graduate projects across seven categories.

Adult Learners' Week award winner sets up own business!
Adult Learners’ Week award winner Louise McKenny has not only overcome alcoholism but is now working as a tutor at a European Social Fund (ESF) supported project and has started her own business.
Louise, 40, moved to Newquay from Yorkshire in her 20s after years of family holidays in Cornwall. She worked for 11 years with the National Health Service but struggled more and more with alcohol and drug use. In 2009 she had to leave work and was admitted to a treatment centre.
Following treatment Louise volunteered at the Alpaca Therapy Farm, helping a range of people from young offenders to autistic clients. She then completed a training course with SHARE – an Information, Advice and Guidance (IAG) service for young people. Louise volunteered with SHARE for over a year and gained an NVQ Level 3 in IAG (information, advice and guidance.
She then contacted Cornwall Neighbourhoods for Change (CN4C), which uses ESF Convergence to help people into work, where she became a client, learned employability skills at the Work Club and later became a volunteer. When tutors saw her potential, Louise herself became a tutor on CN4C’s New Work Programme, providing advice to other long-term unemployed clients.
Mark Yeoman, Head of ESF Convergence Communication, said, “For Louise, ESF Convergence investment has been used as part of a raft of support to help her tackle a range of issues, completely change the direction of her life and successfully return to work, using her own experiences to support others. She is an inspiration to us all.”
Louise said, “I cannot start to describe how much my life has changed in the past two and a half years. I used to drink until I passed out and I thought that other people who had a couple of drinks then stopped just had more will power than me – I didn’t believe they didn’t want to pass out too.”

UK skateboard star to reveal winning Cornish design!
One of the UK’s top skateboarders will announce the winner of a national competition and reveal brand new Cornish skateboard designs at a unique exhibition opening on 20 October at Heartlands, Pool.
Nick Jensen, who skates for Blueprint, will launch Whatever It Takes, an exhibition presenting the results of a competition to design a Cornish skateboard.
To celebrate the opening, the T14-ers will perform and Roots skate shop (Camborne) will be holding workshops. There will be a skate ramp built by local social enterprise Xtravert.
The exhibition will be in the Glass Atrium at Heartlands from 20 October – 22 December 2012 and will be free to enter.
“This is brilliant for Cornwall and the Cornish skating scene,” says Jensen, who has designed a board himself as a point of inspiration.
“Whatever It Takes has brought together people interested in skateboarding and people interested in art – and given everyone a fantastic opportunity to have their work on display in a prestigious local venue.”

World Mental Health Day
This year marks the 20th anniversary of World Mental Health Day, which takes place on October 10th.
Every year a theme is chosen and this year the World Federation for Mental Health has chosen depression as the main theme.
World Mental Health Day 2012 aims to encourage governments and civil society around the world to address depression as a widespread illness that affects individuals, their families and their peers, and to recognize that it is a treatable condition. People should be alert to the early signs of depressive disorder—it can affect anyone, from young people to seniors. It is now estimated that 350 million people globally are affected by depression.

Superyacht business enjoys triple graduate support!
Three graduates have been boosting business for a luxury superyacht builder via ESF (European Social Fund) Convergence supported Unlocking Cornish Potential (UCP).
Under the UCP scheme, Chloe Gilyead was employed as client relationship and marketing assistant while John Posnett and Julian Faulkner were employed as trainee graduate project managers at Falmouth-based Pendennis Shipyard. UCP is a Combined Universities in Cornwall scheme run via Cornwall College. It places graduates with businesses in Cornwall and offers support including valuable, expert mentoring.
Jill Carr, Pendennis HR Manager, said, “We have found UCP to be an invaluable service to access quality personnel to help develop our business. The process and support available is extremely professional and keeps the training and objectives focused on task. The three graduates have already exceeded our expectations and we are keen to continue working with UCP in the future.”

Fourth cohort of Cornwall SSE Fellows celebrate
Cornwall School for Social Entrepreneurs has celebrated the graduation of the fourth cohort of its students.
The Cornwall SSE Fellowship ceremony took place on Friday (October 5th) at the Eden Project where Charlotte Young - Central SSE Chair of Trustees, was the keynote speaker.
Cornwall SSE is the seventh SSE to become established in the UK with investment from the ESF (European Social Fund) Convergence Programme co-financed by Jobcentre Plus through the Cornwall Works for Social Enterprise programme.
Sally Heard, Cornwall SSE CIC Development Manager, congratulated all the new graduates and welcomed them to the SSE Fellowship; she added that in this changing world of the way we do business it was imperative that students go out into the world holding tightly to their own personal and professional integrity she added: “Without your integrity you have nothing”.
Mark Yeoman, Head of ESF Convergence Communications, said, “Congratulations to the 18 new fellows who join the growing number of social entrepreneurs contributing positively to the economy of Cornwall and the Isles of Scilly in a whole variety of imaginative ways that are supporting people and communities.”

Cornwall SSE Business Breakfast
Cornwall School for Social Entrepreneurs has this morning (Friday October 5th 2012) hosted a Business Breakfast at the Eden Project.
The event was aimed at highlighting why social enterprises are such a key part of Cornwall’s economy and speakers included Gaynor Coley, Chief Executive Enterprise, Eden Project, who explained why the Eden Project is a supporter of Cornwall SSE.

Cornwall Works showcased nationally!
The success of the Cornwall Works strategy - that was established to co-ordinate the wide range of activity which was taking place in Cornwall and the Isles of Scilly to tackle worklessness in helping to move people off benefits and into the workplace - has been showcased this week at a groundbreaking national conference.
Cornwall Works has brought together local projects, programmes and public services to establish a new way of partnership working.
Open Public Services 2012: Implementing Reform, Delivering Change, was yesterday (Oct 3) hosted by Inside Government at the Royal College of Surgeons Headquarters, London.
Andrea Gilbert, Cornwall Works Hub, was one of the speakers alongside others including Richard Bacon MP, Member, Public Accounts Committee; Will Cavendish, Executive Director, Implementation Group, Cabinet Office, and Richard Titmuss Professor of Social Policy, Department of Social Policy, The London School of Economics.
Her talk, Transparent Local Public Service Delivery - An Example, demonstrated how Cornwall provides back-to-work support through a strategic approach to programmes and a transparent hub that that offers open access to the local community, service providers and other stakeholders.
Ms Gilbert said, “It’s all about, transparent local service. It’s about ensuring that the needs of the individual are matched with the most appropriate provision, creating opportunities for individuals and families that translates into economic independence and a strong workforce with fewer people in receipt of working age benefits.”

Pendennis receives Large Employer of the Year Award!

Garden project grows job skills!
A garden project supported by ESF (European Social Fund) Convergence is teaching people how to grow and prepare their own food as well as encouraging them to gain formal qualifications to help take up volunteering and employment.
The Malabar Food Hub project was developed by CN4C and Truro City Council and is based at the Malabar Estate, Truro. It receives ESF Convergence investment co-financed by the Skills Funding Agency through the Community Grants Programme, which is managed by Cornwall Development Company.
Previously unused space on the Malabar Estate – which has about 400 residents - has been turned into a community garden, cafe and community centre. In partnership with Truro City Council, the centre is run by a group of Malabar Estate residents. Through this project a garden sub-committee has been established who are now developing ideas for the management of the existing community plots and their future expansion to new individuals.
The current allotments have been established by students from previous gardening courses run at the centre, who have also planted fruit trees, built a shed and helped to set up a summer activity programme which has been attended by more than 35 adults and children.

Help people to think differently about older people and challenge stereotypes by getting involved in UK Older People’s Day on 1 October.
This year is all about sharing the skills and experience between different generations. It coincides with the UN International Day of Older Persons. It celebrates the opportunities, achievements and aspirations of older people, their contribution to society and the economy, and helps tackle negative attitudes and stereotypes.
Events and activities are being held on or around 1 October and include socialising, helping and volunteering with people. Working with organisations, schools and youth groups will highlight how different generations have a lot to offer each other.

Lottery funded surf courses for young people!
The Wave Project has received three year’s funding from the Big Lottery to provide 100 free surfing courses per year for children and young people aged 8 to 21 in Cornwall and North Devon.
The courses last six weeks and are open to any young person who is receiving additional support from professional services, such as schools, mental health services or social services. They are particularly beneficial for young people who are low on confidence.
The courses are fully funded by the Lottery so there is no charge to participants or referrers. Transport to and from the surf club can also be provided on request.

New careers on offer from Menopause Self Care
A groundbreaking pilot scheme supported by ESF (European Social Fund) Convergence is on offer to women in Cornwall giving them the chance to become one of the first accredited trainers in the UK of Menopause Self Care’s programme, Energy for Employment.
The course will initially offer six, fully funded places to women who are economically inactive, unemployed or working less than eight hours a week. Menopause Self Care receives support from ESF Convergence via Cornwall Works 50+, Jobcentre Plus and Cornwall School for Social Entrepreneurs (CSSE). It is also funded by the Community Grants Foundation, Cornwall Development Company, Cornwall Council and UnLtd.
Mark Yeoman, Head of ESF Convergence Communication, said, “The ESF Convergence investment in this project taps into the key economic resource that is a wealth of knowledge and experience in women aged 50+. It offers them more opportunities to contribute positively to work and business life in Cornwall and the Isles of Scilly.”

MP joins scheme to cut fuel bills for all
Cornish MP Sheryll Murray is urging people across the region to sign up to a scheme offering the potential of cheaper fuel bills.
Mrs Murray, who represents South East Cornwall, has become the latest recruit to a people-driven co-operative to end fuel poverty, improve health and cut energy bills across the board.
"This could end up being a great way for the people of Cornwall to save money on gas and electricity bills," she said. "All you have to do is give a few details and you could save hundreds of pounds. Hopefully it will really help those who are struggling to stay warm this winter."

Graduate launches career in Cornwall with help from new web site and ESF Convergence
A graduate from Perranwell Station near Truro says she’s landed her perfect job, after registering on a new website which is dedicated to helping graduates find a job in Cornwall.
Becky Bradbury was awarded a degree in broadcasting from University College Falmouth (UCF) last year and is now working for email marketing specialist Jarrang, as a Campaign Manager. She saw the job advertised on www.GradCornwall.co.uk and was able to apply online as well as tap into the site’s online resources such as expert CV and job interview advice.
The website has been created by Unlocking Cornish Potential (UCP), Cornwall’s graduate placement programme managed by Cornwall College, with funding from ESF (European Social Fund) Convergence. UCP has had great success over the last 10 years, working with hundreds of businesses and placing around 900 graduates and have now created this online platform where talented graduates and forward-thinking, growing Cornish businesses can meet.

Undercover Boss at launch of new ESF Convergence project SOAR
A star of Channel 4’s hugely successful television show, Undercover Boss, will be visiting Cornwall to speak to local business leaders at the ‘SOAR to Success’ event on the 12th September, at the Atlantic Hotel, Newquay 6.30pm – 9pm.
Stephen Martin, the CEO of Clugston Group, a Lincolnshire based construction company, featured in the first series of the programme in 2009 and will be speaking about his experiences at 'SOAR to Success', a networking event hosted by Cornwall College Business (CCB).
At the ‘SOAR to Success’ event CCB will be launching an exciting new project called “SOAR” which is the result of £7.8 million of ESF (European Social Fund) Convergence investment aimed at developing skills of frontline staff in Cornwall. Attendees will hear from local Cornish businesses, including Falfish and Cornwall Care, about how training can impact their business and from Stephen Martin about his experiences on ‘Undercover Boss’.
Three years ago, the construction industry was hit hard by the recession. Swapping a suit and tie for a hard hat and steel capped boots and armed with a cover story, Stephen worked alongside frontline staff at his construction sites discovering the real impact of his executive decisions.
Stephen’s discoveries about the importance of employee engagement, communication and training have relevance across all sectors and will provide an inspiring insight and tips to take away.

ESF Learning Works Award winner Louise McKenny talks 'Adult Learning'
In May 2012, Louise McKenny from Newquay, Cornwall won the ESF Learning Works Award at the annual Adult Learners’ Week Awards 2012.
Louise was battling drug and alcohol addiction and was admitted to a treatment centre in 2009. She left with a new attitude to life, and after completing a training course with SHARE – an information, advice and guidance (IAG) service for young people – she volunteered with them for over a year, and gained an NVQ Level 3 in IAG.
Then as a client at Cornwall Neighbourhoods for Change (CN4C), an ESF funded project, she learned employability skills at their Work Club and later became a volunteer. When tutors saw her potential, Louise became a tutor on CN4C’s New Work Programme, providing advice to other long-term unemployed clients.
With the help of the European Social Fund, Louise completed a Preparing to Teach in the Lifelong Learning Sector course to develop her skills as a tutor.
“I cannot start to describe how much my life has changed in the past two and a half years,” said Louise, who added, “I feel like I am part of the world and have a purpose in life.”

Minister launches guide for SMEs to realise potential of the ‘purple pound’
A business guide aimed at making more Small and Medium Enterprises (SMEs) aware of the £80 billion potential spending power of disabled people and encourage them to capitalise on the success of the London 2012 Games is being launched today by the Minister for Disabled People, Maria Miller.
Commonly referred to as the ‘purple pound’ the combined spending power of disabled people in the UK is £80 billion a year.
Now a new guide ‘Growing your customer base to include disabled people’ is being launched to help small and medium sized business.
The guide odi.dwp.gov.uk/involving-disabled-people/business.php provides an explanation of why SMEs should consider making their businesses more accessible, their legal obligations as well as some practical but inexpensive changes they could apply to make their services more accessible to disabled customers.
It’s a practical guide for businesses which gives common–sense and often low–cost solutions, which can make a big difference to a disabled customer.

Art Action: Living with PTSD
Arts for Health Cornwall are proud to announce the opening of the exhibition Art Action in collaboration with the charity Surf Action, who provide support for veterans living with Post Traumatic Stress Disorder (PTSD) and physical injury.
Art Action is an exhibition of the work of artists who are living with the effects of Post Traumatic Stress Disorder (PTSD). Through exhibiting artwork by combat veterans who are experiencing PTSD, and also work by their wives and friends, the exhibition hopes to raise awareness of the condition and of the work of Surf Action in supporting them.
All the work exhibited has been made at the Surf Action Studio at Heartlands, a space developed to host further art workshops and exhibitions in the future.
The exhibition will run from the 11th until the 22nd September and is open 10am to 5pm everyday expect Sundays at the Daniell Room at the Poly in Falmouth.

Trussell Trust figures released recently show that foodbanks fed 128,697 people nationwide in the last financial year, compared to 61,468 in 2010-11: an increase of 109%. Many of those helped were families struggling as a result of rising food and fuel prices combined with static incomes, high unemployment and changes to benefits. 45,898 children have been fed in the last 12 months.

The Combined Universities in Cornwall's (CUC) partner institutions are delivering 40 collaborative PhD studentships in the period between January 2011 and March 2015. These studentships are fully funded by the European Social Fund (ESF), under its Convergence funding for Cornwall.
The projects aim to develop high level research skills within the partnership, whilst also meeting the needs of business partners in Cornwall and the Isles of Scilly and helping to grow key sectors in the local economy.
In the Climate Change & Low Carbon Economic Development field, researchers are investigating the economic and environmental impact of new street lighting via its effects on insects and insect pest outbreaks. See the video below.

Apply Now! Apprenticeship grants for employers!
The newly-launched 'AGE 16 to 24' programme is aimed at helping eligible employers to offer young people employment through the Apprenticeship programme, by providing wage grants to assist them in recruiting their first apprentice.
The National Apprenticeship Service will provide up to 40,000 apprenticeship grants with a value of £1,500. The £1,500 is in addition to the training costs of the Apprenticeship Framework which are met in full for young people aged 16 to 18 and 50% for those aged 19 to 24.
Priority will be given to small and medium-sized employers with less than 50 employees in England and the funding provider expects to support at least 20,000 of these to recruit an apprentice for the first time.
Applications for assistance can be made at any time.

The Combined Universities in Cornwall's (CUC) partner institutions are delivering 40 collaborative PhD studentships in the period between January 2011 and March 2015. These studentships are fully funded by the European Social Fund (ESF), under its Convergence funding for Cornwall.
The projects aim to develop high level research skills within the partnership, whilst also meeting the needs of business partners in Cornwall and the Isles of Scilly and helping to grow key sectors in the local economy.
In the digital economy field, researchers are working with 3D Mine Surveying Ltd to look into laser scanning and 3D modelling for accident reconstruction.

Training takes Simon from unemployment to long term work with bakery
Penwith Community Development Trust (PCDT), an independent charity established in Cornwall for more than 10 years, is using ESF (European Social Fund) Convergence investment to turn people’s lives around and get them into work with training and confidence building.
Simon Polglase is one of those who benefitted and has since been in full time employment for more than two years. Having left school early without taking GCSEs because his father had terminal cancer Simon was also charged with being the main carer for his disabled brother.
With low confidence Mr Polglase approached PCDT and was signed onto Cornwall Works Plus. Since July 2009 he has completed Numeracy and Literacy training; passed a Counter-Balance Forklift course with flying colours; passed Health and Safety and gained a CSCS (Construction Skills Certificate Scheme) card. He has also taken part in CV writing and Interview Skills workshops and most recently gained his CIEH Food Safety Level 2 Certificate.
Inspired by his Food Safety training Mr Polglase found work as a full-time baker at Lavender’s Delicatessen, Penzance, in June 2010 where he is still working today. Mr Polglase said, “The different training courses I went on helped me choose what kind of job I wanted to do and also gave me more confidence when I went out looking for work.”

Lifesaving initiative showcased nationally
An initiative to tackle hundreds of winter and cold weather deaths has been so successfully run in Cornwall and the Isles of Scilly that it has been showcased nationally.
Winter Wellness 2011/12 provided a comprehensive package of advice and guidance for vulnerable people at risk of preventable winter deaths and morbidity due to cold, damp living conditions.
The project was run by NHS Cornwall and Isles of Scilly, Cornwall Council, Community Energy Plus, Citizens Advice Bureau Cornwall and Cornwall Works Hub (ESF Convergence supports the capacity of the Cornwall Works Hub). Cornwall Works Hub played a key role in this acting as a ‘one stop shop’ for all referrals and crisis heating payments.
It aimed to prevent the 350 deaths a year in Cornwall and the Isles of Scilly that are caused by winter and cold weather – a higher than average number because of the region’s damp humid weather and poor quality housing stock. Among challenges tackled were home improvements such as insulation, finance and health – including mental health and diet. Some people were provided with basic shelter whilst others were supported into work.
Anthony Ball, Tackling Inequalities Coordinator for NHS Cornwall and Isles of Scilly, explained, “As well as the 350 additional deaths in Cornwall and the Isles of Scilly, winter and cold weather nationally costs the NHS about £850 million. Most, if not all the deaths are preventable. Last winter, through Winter Wellness we helped 380 households or about 1,000 people - to keep warm, fed and alive.
“The partnership role in this project was vital. For instance, following the Winter Wellness support, 140 households were helped by an emergency fund - run through Cornwall Works Hub".

Cornwall Together
Cornwall gets together to revolutionise energy market
The people of Cornwall are uniting to launch a ground-breaking free collective purchasing scheme, called Cornwall Together, which aims to save Cornish households hundreds of pounds on their fuel bills, and reap huge social benefits for the Cornish community.
The revolutionary scheme, launched on 23 July at the Eden Project, by Edward Davey, Secretary of State for Energy and Climate Change, will enable people across Cornwall to join together as a single powerful unit to negotiate cheaper energy bills - delivering Cornish households and businesses up to an estimated £3.7million worth of savings.
It is thought to be the first time an entire County has united as a community to buy energy more cheaply, enabling it to also tackle economic problems, encourage environmental sustainability, improve community resilience and people’s health and well-being.
Initially, Cornish residents will be invited to visit the Cornwall Together website, www.cornwalltogether.com, with a copy of their energy bill in hand. It’s FREE to use. On the site they will be able to register their details, become members and look forward to finding a cheaper deal for their energy needs. It is hoped more than 20,000 people may be able to reduce their energy bills by 10-15%. In other words Cornwall Together aims to bring financial benefits to a community of a similar size to Cornwall’s most populous town, St Austell.

As part of Cornwall Together’s social purpose, it will invest 10 per cent of the revenue generated from each energy switch into a fund which will address fuel poverty. Cornwall Together will then seek match-funding from other organisations.

Private Investigator is the Good Guy
Former RAF Logistics Specialist Guy Brindle has set up a private investigation business following support from ESF (European Social Fund) Convergence project Active Plus.
Good Guy Investigations brings together a network of private investigators around the world to take on assignments ranging from neighbourhood and background checks, process serving and mystery shopper to brand enforcement, hidden asset searches and tracing missing persons.
Mr Brindle had previously worked in security in New Zealand. Now living in Cornwall he was out of work and got referred to Active Plus by his local Jobcentre.
Active Plus receives ESF Convergence investment via Cornwall Works 50+. It targets people aged over 50 and out of work aiming to give them confidence and skills to support them in finding a job or setting up a business and develops combat veterans to lead and deliver the courses.
Mr Brindle said, “The course as a whole wasn’t wholly geared to me as I already had an idea about setting up this business, but there were parts that were very, very good – for instance interview techniques and body language which were taught by a combat veteran who had served in Iraq. Those are ideal skills for the business I am now in so I thought that was great and the course gave me that little bit more confidence and motivation to get on my feet.”
Mr Brindle said he ended up helping in first aid classes as he has been a trained Responder and he will be returning to Active Plus to help mentor others.
Tim Cocks who runs Active Plus said, “It is always great to be able to support people to help them into employment. The 50+ age group have shown on our courses that they can be an asset for any employer and are willing to diversify their skills and accept advice to help them gain employment. The ex-service personnel provide a variety of information and training that everyone can benefit from in different ways. On Guy’s course we also helped participants gain employment in a circus, the post office and in local government.”
Mark Yeoman, Head of ESF Convergence Communications, said, “The economic future of Cornwall and the Isles of Scilly will be built on business growth. It is great to see ESF Convergence playing an important role in the establishment of this exciting new business.”
Mr Brindle also completed two courses including an Advanced Diploma in Private Investigation. He has since made contacts, including police and specialised investigators, in more than 71 countries. He is a member of the UKPI network which has about 650 investigators on its books, and British Agents who number around 1250 members.

Access Training Launches New Music Project for Young People
As part of our existing Freestyle Targeted Youth Support programme for 14-19 year olds who are not in employment, education or training, Access Training is introducing a new project - Access2MusicTech. This project will give participants an overview of the music industry and introduce them to a variety of recording techniques whilst helping them to prepare for employment or further training.
The project runs 2 days per week for 8 weeks and includes a variety of activities including producing a radio show or advert, creating an audio track, working with different types of recording equipment, producing a business plan and a CV with portfolio to send to the different recording studios in the area.

The 2012 Cornwall Celebrates Volunteering Awards are now open for nominations.
This is the fourth year we have run these awards which give everyone a chance to say thank you to and recognise the dedication and committment of Cornwall’s volunteers. There are 12 categories and this year we have added ‘Time Bank Member’ as a new category and merged the Volunteer Learner & Work Focused Volunteer to create a new category - ’Personal Development’.

Cornwall Works shortlisted for national award!
Cornwall Works has been shortlisted in this year’s Better Places National Awards.
The awards, which are run by New Start Magazine, highlight trailblazing initiatives which tackle poverty and inequality and go the extra mile to reach out to all sections of society. The winners will be announced at a ceremony in Manchester in early July as part of the CLES (Centre for Local Economic Strategies) summit 2012 – ‘Making the Most of Localism’.
Cornwall Works was nominated and shortlisted in the awards Public Sector category for being a great example of partnership working to link up services in rural areas. Surf Challenge!!
The Wave Project Surf Challenge is the UK’s first ever surfing competition exclusively for people with learning disabilities.
It takes place from 10am on on June 22nd at Fistral Beach in Newquay.
The event is being supported by The Wave Project, Surfing GB, Cornwall Council, Surf Relief UK, Volunteer Cornwall and the UK Pro Surf Tour.

Help Rich paddle a marathon for Surf Action!
Surf Action focuses on the well-being and support of combat veterans and their families. It uses surfing and the beach environment as a means to escape the daily barriers faced by those who have returned from conflict and suffer from Post Traumatic Stress Disorder or physical injuries.
Surf Action are on a fundraising drive. To raise as much as possible we ask you kindly to sponsor our founder Rich Emerson, who on the 7th July will be paddling 26 miles on a lifesaving race board.
Rich's task is massive and to paddle this distance is a real challenge. He is training hard and will be accompanied by former European Surfing champion Elliot Dudley also supporting Surf Action. All proceeds will help continue to support the veterans we work with and their families. The smallest amount will be greatly appreciated.

Launched in early 2012 the lottery funded Warm Me Up Project, run by Community Energy Plus, is introducing “Big Bill” the duck - who’ll be helping to point people in the right direction when it comes to saving energy, saving money and keeping warm and well! So for advice on all things energy call Big Bill who will prove that saving energy and heating costs doesn’t have to be doom and gloom!
The Warm Me Up Project aims to improve everyone’s ability to manage their energy bills and access the services and organisations who can help. Cornwall Fire and Rescue's Phoenix Works Project celebrates Karl’s Award Win!
Karl Steane, aged 22, from Newlyn in Cornwall, struggled to find a job for nine months before a return to learning greatly improved his confidence and led to paid work. His dedication and commitment to improving his life through learning has been recognised with a European Social Fund (ESF) Regional Individual Learner Award, as part of Adult Learners’ Week 12 - 18 May 2012.
Karl had applied for many jobs, but had not been successful, with the constant knock-backs really affecting his confidence. Through Penzance Jobcentre, Karl heard about the Flexible Support Grant Funded Course (through the Cornwall Works Hub) being run by Cornwall Fire and Rescue’s Phoenix Works Project, and he applied hoping it would offer him transferable skills for the workplace.
After being accepted onto the course, Karl went on to gain an ASDAN qualification and after finishing the course he secured work experience with a local retailer and was delighted to then be offered a paid temporary job with them.
“I would gladly go into the unemployment community and promote this course as I feel it has certainly helped me achieve stuff I never thought I could do,” said Karl, who ended, “Also I have gained an ASDAN qualification which again I never thought was a reality."

Wage incentive for young disabled people announced!
A new wage incentive scheme to encourage employers to give young disabled people further work opportunities is being announced today by the Minister for Disabled People.
A payment of up to £2,275 will be made available for employers who recruit young disabled people through Work Choice – a specialist disability employment programme that provides tailored support to help disabled people who have the most complex support needs.
This extra support for young disabled people will sit alongside the recently launched Youth Contract, which is already boosting the employment prospects of this country’s young jobseekers.
Minister for Disabled People, Maria Miller said:
“In a tough economic climate, addressing youth unemployment is a key priority for this Government. Through this wage incentive we are encouraging employers to hire more young disabled people by providing some money ourselves.
“By creating a partnership between Government and the employer, it will give more young disabled people the opportunity to demonstrate their skills in the workplace, so that the employer will keep that young person on beyond the six months of the subsidy.”

Charity wins £500,000
A PENZANCE children's charity is to receive £500,000 of lottery money to pioneer revolutionary youth work to steer "at risk" children away from crime and antisocial behaviour.
Trelya, based in Taroveor Road, works with young people in parts of west Cornwall that are rated as being in the top 3 per cent of impoverished areas in the UK. The nationally-recognised project has been granted £500,000 to develop a scheme where children as young as eight are given personal mentors to support them long term.
The mentor will become a permanent part of the child's life – providing each one with a consistent, positive role model who sticks with them over a period of years.
Sam Fitzpatrick, director at Trelya said: "Getting the grant is fantastic news. We started Trelya ten years ago with two aims – to make children's lives better and to change the way youth work was delivered...."
She continued: "The idea is that even the most vulnerable children can become healthy, productive adults with the help of a positive, consistent, caring adult in their lives.
Ms Fitzpatrick said: "It's being a positive role model. Someone who is going to be there, year in and year out, to help with homework or watch them at sports day; to support them to be rounded members of the community and to make positive choices about their lives and their behaviour. It's about consistency, about not having people flit in and out of their lives."

'Paws for Cake' luxury treats for dogs on show!
Luxury snacks for dogs, from Cornwall-based Paws for Cake, will be on show in June at the Jubilee Fair (2nd – 4th) Trereife House, nr Penzance and the Royal Cornwall Show, Wadebridge (7th - 9th).
The luxury dog treat company, based at Connor Downs near Hayle, was set up April 2011 by 40-year-old Tina Care-Willoughby after she received support from RIO (Real Ideas Organisation). The snacks are strictly quality controlled with stringent taste tests carried out by her dogs Nellie and nine week old Jack.
RIO is one of the partners that deliver Cornwall Works for Social Enterprise which receives ESF (European Social Fund) Convergence investment through Jobcentre Plus and is managed by Cornwall Development Company on behalf of Cornwall Council.

Strive for Success - adventure and outdoor activity courses running from June!
BF Adventure is offering a ‘Strive for Success’ project designed to support disabled adults move closer to employment by building confidence and work based skills through participating in outdoor activities.
The courses are aimed at adults aged 19+ with physical and/or learning disabilities who are currently not in any education or employment. They are run at the Goodygrane Activity Centre, near Penryn for one day per week over 6 weeks.
The next course dates are: 11th June, 18th June, 25th June, 2nd July, 9th July, 16th July.

Fifth birthday for Cornwall Works WISE awards
This year’s Cornwall Works WISE Awards winners include a former Special Forces combat veteran, a Camborne drop in centre, Fifteen Cornwall’s training and assessment chef and a project that has had a carbon literacy training scheme adopted by national government.
This year marks the fifth birthday for the Cornwall Works* WISE Awards, which are an annual celebration recognising excellence in employment and skills activity and highlighting the important role that the European Social Fund (at present through the ESF Convergence Programme) is playing in employment, skills and training and innovation across Cornwall and the Isles of Scilly. This year the awards were held on Europe Day, which is aimed at highlighting and celebrating European investment across the EC.
The ceremony - organised by Cornwall Works Hub - took place on Wednesday May 9th at the Headland Hotel, Newquay. Hosted by Carleen Kelemen, Director of the Convergence Partnership Office, keynote event speakers were Angus Gray, Head of ESFD (European Social Fund Division) and Chris Pomfret, chair of the Cornwall and Isles of Scilly Local Economic Partnership.
Mr Gray said, “Today we have seen the true impact of ESF Convergence on the lives of people. There is a lot to learn from Cornwall’s experience for the future Programme.”
Mr Pomfret said, “If you don’t celebrate success, and to some extent celebrate failure if it was well done, you will not get transformational change. And we need transformational change in Cornwall and the Isles of Scilly. So it is an absolute delight to be part of something that is celebrating success.”
Carleen Kelemen, Director of the Convergence Partnership Office, said, “Congratulations to all. Each and every winner offers inspiring examples of what can be achieved. A&P Falmouth Ltd, operates Falmouth Docks and the Port of Falmouth and employs almost 400 full time staff - they launched the Marine Skills project in 2009 and the firm and employees haven’t looked back since. Around 130 staff have benefited from a range of 21 different training courses including computing, business, boat radio operators’ tickets, Spanish and Romanian. Many have progressed to different and higher level courses.
The Marine Skills project has been supported by ESF (European Social Fund) Convergence, through the CRUNCH project via the TUC Unionlearn and the Skills Funding Agency. Carleen Kelemen, Director of the Convergence Partnership Office for Cornwall and the Isles of Scilly, said, “This highly successful project has offered training opportunities to workers at all levels, including those with literacy and numeracy needs, to give them the confidence to go on to better jobs.”

There has been a renewed interest in training which can only benefit the company in the future as employees enhance their skills and long term prospects".

Share of £1million on offer to Cornwall social entrepreneurs!
A recruitment drive begins this week to unearth Cornwall’s most promising social entrepreneurs – with a share of £1m a year to help them change thousands of people’s lives.
Successful applicants will receive a place on the UK’s leading specialist learning programme plus awards of £4,000 and £15,000, to help them start up and scale their business ideas for maximum success and social impact.
And one participant who is scaling their organisation will be selected from winners around the UK to receive an awards package of £25,000.
The programme in Cornwall will be delivered by the Cornwall School for Social Entrepreneurs, and will incorporate a robust recruitment process for applicants.
The Lloyds Banking Group Social Entrepreneurs Programme has been made possible thanks to a major funding commitment from Lloyds Banking Group and additional investment from Nominet Trust.

Jamie Oliver's surprise visit to Fifteen Cornwall's 2012 graduation!
Truro Cathedral provided a stunning back drop to the Fifteen Cornwall graduation on Thursday evening 26th April. The event, supported by Cornwall Works, celebrated the graduation of 13 apprentice chefs - the sixth cohort of fully qualified chefs from Fifteen Cornwall - the Jamie Oliver inspired restaurant and social enterprise.
To the delight of the apprentices and guests, which included families and friends, Jamie Oliver made a surprise entrance to present the graduation awards to the apprentices - all of whom have secured jobs in restaurants in Cornwall and beyond. Proud of his recently discovered Cornish family connections, Jamie described how pleased he was that Fifteen Cornwall has continued to give young people a second chance and to impress and delight thousands of customers.
The Fifteen Cornwall training programme, funded through the profits from the restaurant and supported by European Social Fund Convergence investment through Jobcentre Plus and the Skills Funding Agency, has transformed the lives of 120 young people in Cornwall. In addition over £12 million has been generated for the Cornish economy and nearly 400,000 diners have been served.

The Cornwall Dyslexia Association has developed a range of assessments and training for clients, employees and businesses to raise awareness and understanding of dyslexia in the workplace.
Screenings are available at the drop-in centre in Lemon Street, Truro and workplace screenings can also be arranged. More detailed dyslexia assessments can also be carried out which will provide full details on the client’s strengths, weaknesses and provide guidance on how to support the client in the workplace.
Training workshops are also available and are suitable for businesses, organisations and education providers. These can be carried out at a place of work or other venue.

You will have noticed how quiet Camborne is since the Street Pastors Team started over three years ago. Well…Camborne Street Pastors will cease operating in June and will be going to Redruth to support the clubs, pubs and nightlife there. From September 2012 there will be a new team in Redruth going out every Friday night to offer care and support to those out late at night.

Accessible trips for a great day out!!
Disability Cornwall has sourced five excellent day trips which have been checked for accessibility and will be a fantastic day out for all who wish to take part.
The coach trips run from May – August on an accessible coach with lift facility. If you are wheelchair user, you have the option to transfer to a standard coach seat or to remain in your chair for the duration of the journey. For those with mobility difficulties, there will room to store a number of walking aids, folding wheelchairs and foldable micro-mobility scooters in the luggage compartment. The trips are inclusive so you, your friends, family and carers can all join in the fun.

You're Hired!! Major Apprenticeship event hailed a success!
A major Apprenticeship event at Truro and Penwith College featured The Apprentice winner Lee McQueen who gave a fast paced and motivational speech at the largest Apprenticeship event in Cornwall.
This special meeting of the college’s Cornwall Business Club was compered by Daphne Skinnard from BBC Radio Cornwall. Over 180 business people from all over the county attended the event held at Truro College’s Fal Building.
Appropriately, Apprentices organised and hosted the evening, with 12 Apprentices studying their Professional Cookery framework at The Seafood Restaurant making and serving fabulous canapés.
Truro and Penwith College, Cornwall Works – which receives ESF Convergence, National Apprenticeships Scheme and Jobcentre Plus planned the event to showcase Apprenticeships and to reach out to Cornwall businesses, encouraging them to employ an apprentice.

Group Pass Out with Cornwall Fire and Rescue!
Tuesday 27th March saw the culmination of a 6 week Phoenix Works course run by Cornwall Fire and Rescue in Truro and attended by 10 male and female participants referred by Truro Jobcentre Plus.
The group completed their ASDAN (Award Scheme Development Accreditation Network) Improving Own Learning Award - Level 1 and completed a range of activities designed to promote teamwork, communication skills, raise aspirations, self esteem and belief. All of this delivered in a fire service setting including:

- Hydrant & Pump Drills
- Learn 2 Live – Road safety presentation

Surf Action Present to the National Gulf Veterans and Families Association at Butlins Skegness
Surf Action the local military charity travelled the width of the country to meet and present to the National Gulf Veterans and Families Association (NGVFA) at Butlins in Skegness.
Accompanied by Naval veteran Mike Warne, Directors Rich Emerson and Russ Pierre gave a 30-minute presentation about the great work they do here in Cornwall.
Mike Warne bravely presented his story of how Surf Action has helped him move forward in his life and now he has the confidence to be a liaison officer for Alcoholic Anonymous here in Cornwall and represent Surf Action when meeting other veterans.
Rich Emerson, himself a Gulf War veteran said “the experience was amazing and we have made some great contacts and more families wanting to come to Cornwall, this is the first time I have been to an event like this with so many things in common with the other veterans“.

Exciting housing project for Cornish farming families!
A housing project in Cornwall will see the creation of four new affordable work/live space units for farming families. The project which is working in conjunction with Cornwall Council, will see the redundant buildings of Ruthvoes Farm near Indian Queens completely re-generated, providing viable business options specifically to local farm businesses and families.
After eighteen months of work, the project has now purchased the Ruthvoes farm site from the Council and the planning permission to create four work/live units has already been obtained. A very large barn will be converted into the four affordable homes. A further small barn will become a workshop alongside the construction of three purpose built workshops.

The Department for Work and Pensions recently published a review of 50+ Works (8th March) concluding that it is seen as ‘not just another website’ but a highly regarded and well-used repository of trusted information.
50+ Works is a good practice guide and toolkit aimed at advisers working for welfare-to-work organisations helping older jobseekers to return to work.
Developed and managed by TAEN, this free to use resource is seen as a good quality, trusted source of information, with practical help such as good practice tips, case studies and ideas for helping the 50+ jobseeker back to work.

Slide 65 Surfboards kindly agreed to donate the time and skills to create two unique longboards and Seabase then generously offered the materials and finishing skills of their team based in Newquay.
Surf Action Director Russ Pierre added, “These boards have been designed to be a focal point for promotion of each business but primarily the work we do in supporting Combat Veterans and the benefits of surfing to those with mental health problems or physical injuries”.

Marine charity Sea Sanctuary has launched a series of residential courses based aboard their yacht in Cornwall.
The charity was set up in 2006 to promote and develop sustainable mental health and wellbeing and combines support and health education with the physical activity of sailing against the backdrop of the enriching and quite stunning Cornish coastline.
Courses are tailored to individual’s needs and include:
Sail into Life for people wanting to open up choices to respond differently to life challenges, including challenges with mental and physical health or addictions.
Take the Helm for young people up to 25 wanting to improve emotional wellbeing and enhance skills to continue with education, training or employment.
Turn the Tide for people wanting to become more resilient to the stress and changes in the workplace.

New Winter Wellness Freephone number launched!
Winter Wellness, a project to ensure that vulnerable householders in Cornwall and the Isles of Scilly have direct access to the advice and practical support they need to stay warm and well this winter, has launched a freephone number for those worried about their homes being cold and damp.
Householders are urged to call freephone 0800 954 1956 to speak to trained advisors for advice and access to services to help them.

Get into fishing with the Princes Trust and Seafood Cornwall Training.
A FREE training programme is being offered to young people interested in a career in the fishing industry. The three week course from the Prince's Trust will include practical experience, an introduction to basic boat handling as well as qualifications in sea survival, fire fighting, first aid, health and safety and food hygiene.

Residents of Cornwall who need help to manage debts or pay bills can now get direct access to a personal money adviser from The Money Advice Service.
Regular clinics run by trained MAS Adviser Tracey Simm have been set up throughout Cornwall. The Money Advice Service is a new and independent organisation which aims to help people make informed choices about their money, regardless of their financial circumstances.
Tracey will now be available for face-to-face meetings and can offer free, unbiased advice on most financial issues from tackling debt to getting help with utility bills, legal aid and claiming benefits.
Tracey said: “We believe that the right money advice can make a real difference to people’s lives, and that when people take steps to manage their money better they can live better too".

Winter Wellbeing - emergency funds to help vulnerable people this winter
Only available until March 2012
This winter the Community Energy Plus partnership will be providing emergency funds and other support to vulnerable people around Cornwall to help them stay warm and well. This includes:
• emergency heating and heaters
• emergency fuel (coal or electric)
• advice and help with fuel bills,
• insulation, damp and mould
• emergency keep warm boxes
The aim of the Winter Wellness Fund is to reduce preventable winter deaths. Over the last three winters, 994 people in Cornwall and the Isles of Scilly are believed to have died needlessly as a result of cold homes and freezing winter weather.

Stemming the Tide of Youth Unemployment - Government's New Youth Contract
After axing the Future Jobs Fund which was criticised as 'outdated' and 'expensive', the Government has launched a new £1billion intervention to get young people into work and prevent them becoming NEET.
The new Youth Contract was launched in November and highlights include:
- £2,275 offered to any business willing to hire an unemployed 18- to 24-year-old
- It will provide opportunities to 500,000 unemployed people
- The scheme will run for 3 years
- The scheme will be administered by private-sector Work Programme providers and any young person taken on will have to complete the placement or be refused benefits
- Anyone rejecting a subsidised job offer will be required to undertake four weeks' mandatory work activity.

Cornwall Works Employment and Skills with Jobcentre Plus and the Armed Forces Event
Cornwall Works Employment and Skills Armed Forces Partnership event brought together Jobcentre Plus from across Cornwall and Devon with key organisations and charities such as British Airforce Benevolent Fund, Hasler Company, Careers South West, Prospects, Working Links and Surf Action.
The purpose of the day was to raise awarness of the support available for service leavers, veterans and their families.
Local Champions from Jobcentre Plus were introduced and stressed the importance of accessing a whole range of support quickly. Presentations from Surf Action and Active Plus showed how you cannot eradicate Post Traumatic Stress Disorder but you can achieve respite and change the state of mind to manage it. Surf Action working with Active Plus explained how they “re-cycled” veterans and two veterans spoke of their experiences.
Clear messages came out of the day, to work together, to identify veterans more easily and to keep on top of what everyone else provides. And remember that a veteran may have had several jobs since leaving the forces but still may need support from our partners.
The day ended with a commitment from Jobcentre Plus and Cornwall Works Hub to pull together information on what is available and to post it on the Cornwall Works web-site for all to use.

Goonhilly News
Goonhilly Earth Station (GES) Ltd has developed the Goonhilly Space Science Park project proposal over the past three years and is eagerly awaiting the result of its July 2011 application for £6.85m from the Regional Growth Fund (RGF) to speed up the redevelopment of the site and help to create around 750 jobs within the next 10 years, many local to Goonhilly.

Cornwall Works 50+ supports Volunteer Cornwall
Cornwall Works 50+ and 50+ Cares supported Volunteer Cornwall’s Managers Forum on Friday 18th November at Pool Innovation Centre. The day focused on older volunteers and tied in with the 50+ campaign running on Pirate FM to encourage more people over 50 to get involved in volunteering.
The day was attended by Charities and organisations from across Cornwall including Cornwall Air Ambulance, Citizens Advice and Cornwall Deaf Association. We were delighted to explain to the group how Cornwall Works 50+ innovation projects like Surf Action and Care Ambassadors are supporting people towards and into work through volunteering.
As with all Volunteer Cornwall events you can expect the unexpected and we were not disappointed with inspirational volunteers and even a laughter workshop that explained the importance of laughing and exercise for good health and well-being. Hearing from older volunteers and their experiences showed how being valued made all the difference. Charities said how they had realised that if they support a person back to work they may also have helped to turn that person’s life around.
Encourage others to volunteer – it could just change their life.
French Delegation
On Friday 11th November, Cornwall Works 50+ and 50+ Cares welcomed a delegation from Finistère Council’s district of Lambézéllec comprising Social Workers, Inclusion Professionals and workless people facing a number of personal and social issues. The aim of the visit was to share experiences and ways of working.
The group heard all about Cornwall Works 50+ and our Innovation Projects such as Surf Action and Active Plus. The French delegation asked questions for over an hour and were amazed at the level of volunteers in Cornwall and how volunteering is used as a route back to work. They also heard form the Cornwall and Isles of Scilly Primary Care Trust and considered progressive ways of helping back to work by establishing good health.

Benefits and help for people going in to work
The Return To Work Credit is a tax-free payment of £40 per week for people that are returning to work. It can be payable for up to 52 weeks to people that have, or have had, a health condition or disability. It can be payable as long as:
your job is expected to last at least five weeks
you are working on average over 16 hours a week
you are earning no more than £15,000, before tax, per year
you are earning at least the National Minimum Wage
you have been getting an incapacity benefit for 13 continuous weeks or more
you have started work or will be starting work within the five-week period immediately after being entitled to a qualifying benefit
You might not qualify if you claim Jobseekers Allowance or Income Support as a lone parent in the five weeks before starting work.

1 in 3 people in Cornwall have joined the volunteering revolution. That’s 144,000 people, but we still need more. That’s why Cornwall Works 50+ are promoting volunteering in partnership with Volunteer Cornwall on local radio station Pirate FM.
So why should you volunteer? Well, Volunteer Cornwall has confirmed that there are no shortage of volunteering opportunities – the problem overall is a shortage of volunteers. We want to get more people volunteering, transferring skills and knowledge and progressing towards employment.

LEP wins £13 million of investment for Cornwall and the Isles of Scilly
An innovative bid submitted by the Local Enterprise Partnership to stimulate the economy of Cornwall and the Isles of Scilly and create thousands of new jobs has been awarded £13 million of investment from the Government’s flagship Regional Growth Fund (RGF).
Almost 500 bids for funding were submitted from across the UK, with the Cornwall and Isles of Scilly proposal one of the 119 successful bids. The £13m RGF investment will be used to attract additional funding to create a £43m programme which will directly create or safeguard 3,200 jobs and indirectly create 2,100 jobs in Cornwall and the Isles of Scilly.

Chris Hayes gets a taste of the Work Programme – Cornwall style!
Only a few days into his new role as DWP Director for Labour Market Strategy, and on a sunny autumn day at Gwithian Beach, Chris Hayes gets a taste of the Work Programme – Cornwall style! Chris’s visit to Jobcentre Plus in Cornwall coincided with a pilot of new activity for the Work Programme, commissioned by Prospects Ltd and delivered by Surf Action.
Surf Action is a Community Interest Company (CIC) whose mission is to support veterans suffering from Post Traumatic Stress Disorder (PTSD), amputees and veterans’ families through surfing and beach activity. Their inspirational delivery caught the eye of Prospects who asked Surf Action to pilot a three-day residential programme for young people on the Work Programme from across Devon, Cornwall, Dorset and Somerset. The idea was to build motivation, confidence and engagement, develop key employability skills and instil a sense of purpose through a series of beach related activities, including surfing. Veterans supported by Surf Action also took part, acting as mentors and role models for the young people involved – including continuous assessment, individual feedback and 1-2-1 support.

Goonhilly Space Science Park
The Government has given the go-ahead for Goonhilly Earth Station (GES) Ltd to receive £6.85m from the Regional Growth Fund (RGF) to re-purpose the existing antennas for use in radio astronomy research and deep space communications (missions to Mars, other planets, asteroids etc).
This is the start of establishing the Goonhilly Space Science Park comprising a space-communications gateway, an open innovation centre, a training establishment and a re-vitalised, space-themed visitor centre - all aimed at inspiring future generations and attracting 100,000 new scientists & engineers into the growing space-sector business over the next 20 years (as contained in the UK's Space-Innovation & Growth Strategy - defined in 2010).
Big Lottery Funding strengthens Fuel Poverty Services in Cornwall
A four year project to improve the quality of life for vulnerable people living in fuel poverty has been launched by Cornwall’s sustainable energy and fuel poverty charity following a grant of £430,000 by the Big Lottery Fund.
Community Energy Plus’s ‘Warm Me Up!’ Project will deliver impartial advice and support to up to 1200 targeted households to help them to reduce and manage their energy bills.
Fuel Poverty, which is defined as a household spending more than 10% of income on heating, affects almost one in five households in Cornwall – the highest rate in the South West. Low income levels, rising energy costs and the high number of homes which are reliant more expensive forms of heating, because they are not served by the mains gas network, all contribute to the county’s high number of fuel poor households.
The award from the Big Lottery Fund is enabling Community Energy Plus to appoint a dedicated fuel poverty caseworker and deliver training and resources to frontline workers, volunteers and carers who through their contact with vulnerable individuals and are uniquely positioned to identify who is at risk of fuel poverty and to open‐up access to help.
Advice will be made available to vulnerable people through a range of methods to suit each individual’s needs and will include home visits, advice surgeries, phone, post and email. The support offered will include help accessing grants for heating and energy efficiency measures, how to read meters and manage energy bills, tackling damp, mould and condensation as well as advice on how to save energy through behavioural change.

Two new funds announced by the Cabinet Office
£20 million Social Action Fund opens:

National award for Cornwall Works for Learning Disabilities
Cornwall Works for Learning Disabilities, a successful European Social Fund (ESF) Convergence investment, co-financed by Jobcentre Plus/Department for Work and Pensions, has won a top national award. The project helped people identify a route into employment based on their individual skills and aspirations.
The ESF Equal Opportunities Specialist Project Leader Award - part of the ESF Equal Opportunities and Sustainable Development Mainstreaming Leader National Awards 2011 –
was presented at a ceremony in London on 7th October.

Citizenship for Life Celebration
Ten outstanding young people from Helston and Mullion celebrated a successful year with the Citiizenship for life programme on Friday 30th September.
This programme offers young people a chance to experience a working environment. Participants learn skills and boost confidence in employability possibilities. Local businesses mentor participants in teaching them about what is required of their particular field.

The way Business Link helps businesses is changing
On 25th November 2011 the regional Business Link enquiry and advisory service will cease. It will be replaced by a range of business support including:
- an improved Business Link national website with essential information, support and services for businesses
- a new addition on this site from November 2011 is a 'growth and improvement' service full of information businesses need to work better and achieve growth objectives
- for start up businesses from November 2011, the Business Link website will have a new area called 'My New Business' providing tailored information and training to guide people through the process
- a search service for public sector procurement opportunities www.businesslink.gov.uk/contractsfinder
- a national mentoring network www.mentorsme.co.uk that puts your business in touch with mentoring organisations across the UK
- from 31st October 2011 a new national Business Link telephone helpline will be available. This replaces the existing regional telephone helpline and will support people in navigating the Business Link website
These changes will ensure that businesses are provided with information and links to the national, regional and local business support. From the end of November 2011, the current regional enquiry and advisory service will cease. One in five properties in Cornwall could be eligible for free energy-saving insulation!
Community Energy Plus are offering FREE loft and cavity wall insulation for priority households, and discounts for others, on a first come, first served basis. One in five properties in Cornwall suffers from fuel poverty, and so could be eligible for the free service. Anyone not eligible for the free service could still receive help through grants.
You are likely to be eligible if there is someone living in the property who is aged 70 or over, of if you are currently receiving certain benefits. See the Community Energy Plus website to find out more.
